Verified obligation, explicit payer authorization, exact network, recipient and amount.

Transfer volume V = sum of all transferred file bytes. Duplication ratio R = total transferred bytes / unique document bytes. 100 GB transferred / 10 GB unique = 10. High duplication suggests a review; it is not proof of fraud.
